En este artículo se analiza la prestación de los servicios públicos domiciliarios de manera eficiente y oportuna como pilar fundamental en cumplimiento de los fines del Estado social de derecho, así como la función del Presidente de la República de ejercer control, inspección y vigilancia de las entidades prestadoras, a través de la Superintendencia de Servicios Públicos Domiciliarios, la cual está facultada para imponer sanciones a quienes violen las normas a las cuales están sujetas como manifestación de intervención del Estado (...) en la economía; y se finaliza con el estudio del alcance de aplicar el principio de proporcionalidad en las sanciones administrativas del derecho de los servicios públicos domiciliarios, visto como límite del poder punitivo del Estado y como mecanismo para evitar la toma de decisiones arbitrarias. The functional capabilities that consciousness seems to provide to biological systems can supply valuable principles in the design of more autonomous and robust technical systems. These functional concepts keep a notable similarity to those underlying the notion of operating system in software engineering, which allows us to specialize the computer metaphor for the mind into that of the operating system metaphor for consciousness. In this article, departing from these ideas and a model-based theoretical framework for cognition, we present an architectural (...) proposal for machine consciousness, called the Operative Mind. According to it, machine consciousness could be implemented as a set of services, in an operative system fashion, based on modeling of the own control architecture, that supervise the adequacy of the system architectural structure to the current objectives, triggering and managing adaptativity mechanisms. The influx of new groups into society, such as recently established religious groups whose practices differ from societal norms, may disturb relatively stable communities. This instability is exacerbated if these practices contravene long-held fundamental societal tenets, such as the protection of children. This situation now exists in Mexico, where the country's traditional Catholic and secular values clash with those of a religion introduced from the United States, Jehovah's Witnesses. El paradigma del Juicio constituye un modelo de racionalidad que pretende elevarse como alternativa positiva ante los retos coyunturales introducidos por el giro lingüístico de la filosofía en el pensamiento contemporáneo. Frente a la difícil tarea de defender principios universalistas en la cultura actual, este modelo aspira a pronunciarse positivamente sobre cuestiones tales como la de la validez normativa que pueda afectar las relaciones entre acción humana y deliberación. Para alcanzar su objetivo, el paradigma del Juicio patrocina una forma de (...) la normatividad sin principios (validez ejemplar), enraizada en el juicio reflexionante kantiano y en el sensus communis (sentido común) de la tradición retórico-humanista. El objetivo de este artículo es la presentación de dicho modelo de racionalidad dentro de la filosofía kantiana y, por medio de la exploración de sus antecedentes histórico-filosóficos (Gadamer), y gracias a un rodeo por la tradición retórico-humanista (Aristóteles y Vico), se busca soslayar el énfasis estético que la fundamentación de Kant acentuó. Finalmente, se pondera el alcance y pertinencia que posee dicho paradigma en la reapropiación de dos de sus intérpretes en la filosofía contemporánea: Alessandro Ferrara y Hannah Arendt. (shrink)

Existe evidencia de que el ajuste transcultural influye en el desempeño académico en población migrante. A partir de un análisis categorial del discurso, este trabajo evidencia experiencias de ajuste transcultural en cinco migrantes retornados de nivel de licenciatura que emigraron a EE.UU. Los resultados ofrecen guías para diseñar intervenciones psicoeducativas en inclusión social para esta población en contextos universitarios.

The forward convergence constraint is important to time analysis. Without it, given two future moments to the same point, the time branches. This is unacceptable if one assumes that time is linear. Nevertheless, one may wish to consider time-branching in order to discuss future possibilities. One can have both a linear order for the time and branching through the combination of the tense logic semantics with those of an alethic logic which allows the evaluation of the timelines of other possible (...) worlds. In this paper, I give the semantics and the tableaux systems for some alethic-tense logics. I review one in which worlds differ on their time orders, another in which they agree on the time order, a pair of conditional tense logics ), and the first-order version of MT. Under an observational, transversal, and descriptive design, the study analyze the degree of adjustment of the perceptions of fear of failure as a mediating variable of the estimated relationship between sporting commitment and the appearance of burnout in young handball players in a competitive context. The sample included a total of 479 youth category handball players selected to compete in the Spanish Regional Championships. The age range was 16 −17 years old. With regard to the years of experience variable, 85.4% (...) stated that they have more than 5 years of experience at the federated handball player level. The Spanish version of Performance Failure Appraisal Inventory, Inventory Athletes Burnout Revised, and Sport Commitment Questionnaire were used to assess fear of failure. The correlation patterns evidence that commitment is negative and significantly associated with emotional exhaustion, depersonalization, and fear of failure and positively associated with reduced sense of personal accomplishment. In the standardized direct effect, negative and significant effects were observed between commitment and fear of failure, fear of failure with emotional exhaustion and depersonalization, and on the contrary, a negative and significant effect was observed between fear of failure and reduced sense of personal accomplishment. The evaluated athletes reflect a positive psychological disposition, show pride in having been selected by their territorial teams and reflect a high desire to show their sporting qualities. Despite the emergence of cognitive-emotional processes associated with fear of failure, this has been observed to protect the sense of self-fulfillment through sport effort, although it also has impacts on further emotional exhaustion and loss of value of sport effort. : In recent years, research on the family role and entrepreneurship has increased extremely, consolidating itself as a valid and current subject of study. However, a part of the scientific literature seems to lack systematization and the boundaries appear unclear, maybe due to its multidisciplinary nature. This paper presents a systematic analysis of academic research, applying bibliometric indicators and cluster analysis, which define the state of research on the international scene. For this purpose, using three well accepted databases among the (...) research community: Scopus, Web of Science, Business Source, a total of 92 articles were selected and analyzed, published between 1989 and 2019 (until March). The results show that this is a relatively recent field of study, with a multidisciplinary character and in which the most influential authors do not coincide with the most productive scientific journals. A cluster analysis finds out five main areas of literature development: the cluster with the largest percentage of co-occurrences (25%) is the one that relates to the dimensions of entrepreneurship, self-employment and personality; in contrast, the area with a lower percentage of co-occurrences of keywords (12,1%) is refers to family business, succession, economic development and Arabia Saudita. Based on the outcome obtained and the shortcomings above, in the final part of the article, possible points of reflection for future research are exposed, which could be useful to further of this field of study. This article studies natural food packaging as enabling artifacts of the traditional material culture of Antioquia in Colombia. For this purpose, we consider artifacts as objective nodes that combine design and use intentions, functions, materials, histories, artifactual lineages, and cooperative relationships that stabilize ritualized practices of a human group. We take the example of natural packaging as artifacts that enablers and stabilizers of traditional cooking and food preparation practices. Natural packaging materials are here assumed to be leaves having some favorable (...) property to contain a food product. After providing a theoretical reflection, we analyze the data collected from fieldwork we conducted in two towns in Antioquia, Colombia (Santa Fe de Antioquia and Amagá), as well as from an interview with an expert in the field. Finally, we show that it is possible to postulate an analysis under a relational ontological description of a traditional practice with conceptual categories of the philosophy of technology. Certain characteristics of childhood immaturity (e.g., infantile facial features) may have been favored by natural selection to evoke positive feelings in adults. We propose that some aspects of cognitive immaturity might also endear young children to adults. In two studies, adults rated expressions of mature and immature thinking attributed to children. Immature thinking in which children expressed a supernatural explanation elicited positive affect reactions, whereas other forms of immature thinking, which made no attribution to supernatural causation, were responded to negatively. (...) This pattern was found for parents and others, males and females, American and Spanish college students, and for target children 3 to 9 years of age. We suggest that persistence of supernatural thinking in adulthood causes people to view the expressions of such thinking in children in a positive manner, fostering nurturance of young children who display them. Although we find many merits to Grossmann's fearful ape hypothesis, unlike Grossmann, we see heightened fearfulness as an ontogenetic adaptation, signaling helplessness and fostering caregiving during infancy, which subsequently became exapted to promote cooperation. We also argue that, rather than being the “breeding ground” for enhanced infant fearfulness, cooperative care is more likely the evolved product of enhanced fearfulness.

This paper presents philosophical perspectives related to the concept of boredom from the point of view of its forms and structural modes as developed by Martin Heidegger in his lectures at the University of Freiburg during the winter semesters of 1929 and 1930. We highlight a philosophical stance often overlooked in comparison to more traditional positions in Western philosophical thought—through the proposed hermeneutic-phenomenological processes, this will allow us to interweave their philosophical images with cinematographic narratives that enrich the factual understanding (...) of modernity. For this reason, we assume boredom and its essence, “tediousness”, as the fundamental mood of our era, thus permitting other mobilities of thought that warrant a study of phenomena relating to cultural entertainment as a symptom of the modern disease that distances Dasein from meeting, questioning, and self-care. Abstract Nowadays, there is a deep and widespread feeling of discomfort among academics due to the psychological and labor pressures that universities exert upon their researchers by demanding endless publications. In this paper, I offer numerous pieces of evidence of this crisis, which affects primarily those who inhabit academic ecologies. First, I argue that it is convenient to understand the current situation as an expression of technologies and individual apparatuses shaped by subjectivizing ideologies, and mechanisms of exclusion, stigmatization, and replacement. (...) Second, I examine two proposals against the crisis produced by the pace of academic production framed by the Slow movement. Lastly, after making explicit some of the assumptions that undergird the university’s epistemological machine, I propose to complement Ulmer and Mountz’s project with two suggestions. On the one hand, I extend an invitation to reflect on and with students as a means to redirect the university’s teleology. On the other hand, I suggest incorporating an ontogogic approach as a resistance apparatus against the pressure from the university’s production machine. The article’s point of departure is anti-dicotonegative because it is based on a summative approach rather than in an agonistic procedure. In other words, I propose two additional tools that can be put to the test to contribute to solving the university publication crisis. (shrink)

It has been reported in non-contingent schedules that the variety of patterns of behavior is affected by the temporal variation of water deliveries. While temporal variation is accomplished by delivering water at fixed or variable times, spatial variation is usually accomplished by varying the number of dispensers and distance among them. Such criteria do not consider the possible ecological relevance of the location of water dispensers. Nevertheless, it is plausible to suppose that the intersection of the programed contingencies, the ecological (...) differentiated space, and the relative location of relevant objects and events could set up an integrated system with the behavioral patterns of the organism. In the present study, we evaluated the eco-functional relevance of two locations of the dispensers upon behavioral dynamics in Wistar rats using fixed and variable time schedules in a modified open-field system. In Experiment 1, three subjects were exposed to a fixed time 30-s water delivery schedule. In the first condition, the water dispenser was located at the center of the experimental chamber. In the second condition, the water dispenser was located at the center of a wall of the experimental chamber. Each location was present for 20 sessions. In Experiment 2, conditions were the same, but a variable time schedule was used. Routes, distance to the dispenser, recurrence patterns, time spent in zones, entropy, and divergence were analyzed. Our findings suggest a robust differential relevance of the location of the dispensers that should be considered in studies evaluating behavioral dynamics. Results are discussed from an integrative, ecological-parametric framework. (shrink)

Karl Marx’s writings about Spain have been published and studied on several occasions. Among the sources listed by Pedro Ribas, William Walton and his work The Revolutions of Spain, from 1808 to the End of 1836 figures among those mentioned most. Rather surprising, given that Walton sympathised with both Spanish Carlism and Portuguese Miguelism. Though he was born and died in England, Walton lived in the Spanish and Portuguese empires, in America and in the French colony of Santo Domingo at (...) various stages in the course of his career. A Catholic in an Anglican country, he translated Puigblanch’s The Inquisition Unmasked. Neither did his political ideas remain unchanged throughout his life. This paper looks at the influence thatWalton had on Marx’s ideas about Spain, particularly as regards the Carlist political movement. Marx read Walton in the British Library and took detailed notes from his book. He used these notes in his articles regarding the events that occurred in the country. We will also reflect on the place that Walton begins to occupy in Peninsular historiography, through the bibliographical information on his changing political viewpoints and his proximity to contemporary events.For this article we started with the study of the biography and the work of William Walton, which led us to discover a possible connection with the thinking of Karl Marx. Our investigations have led us to consider that Walton’s writings on Spain helped to form the opinions expressed by Marx in his press articles. (shrink)

Cacao cultivation is one of the most important livelihoods for rural households in Colombia, where it is promoted as a substitute for the illegal cultivation of coca. To strengthen Colombian cacao farming, it is important to understand the livelihood strategies associated with cacao cultivation and the impact of these different strategies on the well-being of Colombian rural households. We analyzed the impact of cacao cultivation on the livelihood strategies and well-being of rural households in western Colombia. Research with 92 rural (...) cacao-growing households produced a typology of household livelihood strategies derived from their approach to cacao production. Indicators of each household capital and level of well-being were identified for each type of households. Correlations between the capitals and the capitals of greater importance in shaping the well-being of rural households were analyzed. Three types of rural households were identified: Cacao Farmers, Diversified Farmers with Cacao, and New Cacao Farmers. Cacao farmers have the highest capitals endowments and level of well-being, followed by Diversified Farmers with Cacao, and New Cacao Farmers. The conditions of cacao cultivation in rural households result in differentiated access to resources from capitals; households with better development of the crop have consolidated greater well-being where human capital has been its major driving factor. Success of the cacao crop and its relationship with well-being of rural households depends on the convergence of different capital resources. Thus, institutional efforts to strengthen the cacao sector in Colombia must go beyond investment to establish new hectares and consider aspects such as: Strengthening the skills and knowledge of producers to improve crop management practices, Promoting the participation of household members in associations, Stimulating sensitivity to the rooting and sustainable management of the crop, and Promoting processes of technification and adaptation of the infrastructure of fermenters and dryers, which will make it possible to guarantee an adequate quality of the cacao bean. This report analyses the aplicability of the principles of consciousness developed in the ASys project to three of the most relevant cognitive architectures. This is done in relation to their aplicability to build integrated control systems and studying their support for general mechanisms of real-time consciousness. To analyse these architectures the ASys Framework is employed. This is a conceptual framework based on an extension for cognitive autonomous systems of the General Systems Theory (GST). A general qualitative evaluation criteria for cognitive (...) architectures is established based upon: a) requirements for a cognitive architecture, b) the theoretical framework based on the GST and c) core design principles for integrated cognitive conscious control systems. The aim of this study was to explore the role of voices as cues to adults of children’s needs for potential caregiving during early childhood. To this purpose, 74 college students listened to pairs of 5-year-old versus 10-year-old children verbalizing neutral-content sentences and indicated which voice was better associated with each of 14 traits, potentially meaningful in interactions between young children and adults. Results indicated that children with immature voices were perceived more positively and as being more helpless than children (...) with mature voices. Children’s voices, regardless of the content of speech, seem to be a powerful source of information about children’s need for caregiving for parents and others during the first six years of life. Junto a éste, Kant propuso un nuevo modelo de validez normativa calificada como “ejemplar”, cuyo planteamiento resulta bastante problemático. El presente artículo propone una lectura y una interpretación de este tipo de validez, a partir de la reactualización realizada por Alessandro Ferrara, y desde el horizonte de la tradición retórica, representada por Aristóteles Con ello se (...) espera un mejor entendimiento del problema en cuestión, y al mismo tiempo, se pretende hacer mucho más comprensibles las posibilidades que Alessandro Ferrara le atribuye a esta forma de la normatividad.: One of the most controversial notions in contemporary interpretations of the Critique of judgment is that of common sense. Along with it, Kant proposed a new model of normative validity called exemplary, whose approach is quite problematic. This article proposes a reading and an interpretation of this type of validity, based on the reinterpretation carried out by Alessandro Ferrara and from the point of view of the rhetorical tradition as represented by Aristotle. It intends to achieve an improved understanding of the problem in question and, at the same time, to make much more understandable the possibilities that Alessandro Ferrara attributes to this form of normativity. The Ontology for Biomedical Investigations (OBI) is an ontology that provides terms with precisely defined meanings to describe all aspects of how investigations in the biological and medical domains are conducted. OBI re-uses ontologies that provide a representation of biomedical knowledge from the Open Biological and Biomedical Ontologies (OBO) project and adds the ability to describe how this knowledge was derived. We here describe the state of OBI and several applications that are using it, such as adding semantic expressivity to (...) existing databases, building data entry forms, and enabling interoperability between knowledge resources. OBI covers all phases of the investigation process, such as planning, execution and reporting. It represents information and material entities that participate in these processes, as well as roles and functions. Prior to OBI, it was not possible to use a single internally consistent resource that could be applied to multiple types of experiments for these applications. OBI has made this possible by creating terms for entities involved in biological and medical investigations and by importing parts of other biomedical ontologies such as GO, Chemical Entities of Biological Interest (ChEBI) and Phenotype Attribute and Trait Ontology (PATO) without altering their meaning. OBI is being used in a wide range of projects covering genomics, multi-omics, immunology, and catalogs of services. OBI has also spawned other ontologies (Information Artifact Ontology) and methods for importing parts of ontologies (Minimum information to reference an external ontology term (MIREOT)). The OBI project is an open cross-disciplinary collaborative effort, encompassing multiple research communities from around the globe. To date, OBI has created 2366 classes and 40 relations along with textual and formal definitions. The OBI Consortium maintains a web resource providing details on the people, policies, and issues being addressed in association with OBI. (shrink)

In recent years, the study of women entrepreneurship has experienced great growth, gaining a broad consensus among academics and contributing above all to understanding all those factors that explain the difficulty of women in undertaking an entrepreneurial career. This document tries to contribute to the field of study, thanks to a systematic analysis through the publications present in the topic. For this purpose, 2,848 peer-reviewed articles were analyzed, published between 1950 and 2019, using the Scopus database (SCImago Research Group). Through (...) the use of a series of bibliometric indicators it was possible to define the current state of research on the international scene. The analysis revealed that it is a multidisciplinary field of study and that has started to expand further since 2006, culminating in 2019, which makes it become a current and valid object of study. The analysis of the clusters allowed to isolate 6 different lines of research in which emerged, on the one hand, the importance of entrepreneurial education, social entrepreneurship and the socio-cultural context of reference (e.g. culture, family and institutional support) as tools to overcome the gender gap, on the other, the importance that women entrepreneurship assumes in the economic growth of the country (especially in developing economies), promoting social inclusion and combating poverty and discrimination. The study presents an important contribution to reflect on current policies and to outline future lines of investigation. (shrink)

Universities increasingly play an important role in entrepreneurship, which has contributed to gender equality in the business world. The aim of this study is to establish a causal model of entrepreneurial intentions and explore it by gender, based on the dimensions of the Theory of Planned Behavior, and how these are mediated by the individuals’ resilience and psychological well-being. The previous work experience was considered as one of the control variables, in order to analyze whether this influence the entrepreneurial intention. (...) With a convenience sample of 644 Portuguese students, Structural Equation Modeling was used. For a better understanding, multivariate analyses were performed and each one was individually reported, and for appropriate comparisons by gender, the t-student test was used. The comparison of means, between genders, showed that there are differences only between perceived behavioral control, subjective norm, and entrepreneurial intention, with women scoring the highest values, and psychological well-being, with men scoring the higher. A serial mediation path was performed, and psychological resilience was found to mediate a significant effect between perceived behavioral control and intention in females, but not in males. It also mediates a significant effect between attitude and intention in females, but not in males. These results show that attitude is a determining factor for females to become entrepreneurs. Finally, after discussing the results, theoretical and practical contributions are analyzed, with regard to the field of entrepreneurship in Portugal, and alternatives are pointed out for a more entrepreneurial future, reinforcing the role of higher education institutions.
